Clearly, Butch is informing the dragon of his intent to kill him and rule the pooper(world) but keeps being mistaken for Ghaleon. Coop and Knuckles destroy the DMV and a forest, clearly Butch's sources of power to keep that from happening. Cheese, Megaman and the others were clearly bystanders wanting to see where this was going, apparently to Journey.
