Indeed that would be a rabid raccoon. You are seriously not likely to see a non-rabid raccoon walking around anywhere in daytime hours, much less walking in circles on the road.

As a prior vet who was in charge of rabies cases in Fort Drum, NY, as well as the person on record for sending in the first (four) positive rabies cases in upstate NY and Canada, I can tell you that there's a slight chance that this raccoon has distemper, but a much, much, much higher liklihood that what' you're looking at is "dumb" rabies. That poor thing is rabid, and dying.

Aww poor thing. Last night my boyfriend and I were driving in the dark and saw a baby fox just circling around like that on the road, we stopped and after a couple of spins he regained himself and scampered off into the bushes. I think maybe a car ran over him but not on him and he had gotten a fright!
