Tom said in an interview, that they got the name when they were staying in LA. Some comment came up about a guy who had a small "weiner"... and someone else mentioned how it's not about the size of the boat, it's the motion in the ocean.
So yeah, it's basically just a pretty suggestive reference

this was a demo version. They then changed the lyrics after a dream Tom had. Hope This Helps.
