This is a typical low church ELCA service for this part of the US. They are not called priests, but pastors. It is meant to be somewhat informal. Bishops need not carry a shepherd's crook or wear a bishop's hat. Many things in the ELCA are optional---there are no real rubrics in the sense there once was. This is a mis-labled video since there is no ordination rite here.
