you should make the map have less light, then when someone caps the point, the lighthouse lights up the area

how do u send maps to valve anyway?

You don't send Valve anything. If you and other people express your want for it to be included in the game and Valve agree with you then they will ask the author for permission to use their map.
Then you have to sign a legal contract, an NDA (I'd assume), and once that's all sorted out they'll send you a cheque and that's that.
