The quote you refer to I feel helps my point more than yours- "has NOT UNLIMITED powers" dose not mean has NO power. Enumerate means specify, which indicates they do have some powers.

I think that you are further to the right than a conservative, somewhere between that and anarchist.

But I am also for helping those that CANNOT help themselves (kids with no fam., old people, maimed vets., the disabled, etc.) is a goodthing that the Gov could HELP with (not run medacare, medacaid, wellfare, etc.).
