Man, if memory serves correctly (and I haven't played this game in a while so it might not be correct) but I seem to remember you can take Raikov out on the balcony and then if you drag his body near the locked door, it will actually open thanks to him being in the vicinity of the door. Then it's easy to just drag him into the locker room.
