Actually it turns out that the entillegence estimate delivered to congress stated the opposite of the estimate said which was delivered to the executive branch. The intelligence estimate the the executive recieved said Saddam was not an immenent threat. The executive branch removed all statements which said this and delivered a doctored "white paper" to the congress.
