In the original he gets the accent from watching Masterpiece Theatre on PBS. They don't have that in Lodon, so no one would've gotten the joke. Just like they changed a lot of lyrics in "Show em a thing or two" to suit london audiences.
I think because in the original script, he is written to have the accent as a joke. But it wouldn't be funny in the London version because everyone has an accent. So he just sang it regularly.
Actually its not deven, deven's voice is higher. and his voice was pingy

It's Deven, so of course it's amazing, but the Original Off Broadway recording is so much better. So much more emotion and build up at the end.
