Fake Chinese Taxi Takes Police Officer For a Ride on Its Roof

A video currently spreading on China's internet featuring a fake taxi in Chengdu of Sichuan province, painted to look like a real taxi, trying to flee from the traffic police but with a police officer hanging onto its roof. Nearby Chengdu residents help, with a another taxi and public bus driver both maneuvering to block the fake taxi from escaping.

So... why is he pretending to be a taxi? Does "fake Chinese taxi" just mean that he's unregistered? Or are taxis subject to a different (more lenient) set of traffic laws?
