Long as I live, my most cherished theater memory will be the 6 times I saw Gwen Verdon and Chita Rivera do this number in the original. It was an honor I will never forget. Lenora Nemetz was the understudy for both of them and she was pretty swell too.

No, it is a singig technic that is very common from Broadway singers. Probably you should hera FOSSE, then you will understand what that means.
What's with Ann's voice when she's singing this show? It's like an imitation of Gwen Verdon. I think her own beautiful, smoky voice (like in "Annie") would do the part perfect justice. This voice she's using here seems contrived. But hey, what do I know? :) Still a great talent.
