A delicate blend of European, Pacific Rim and Island-Style Cuisine, 3660 On the Rise combines the best of many palates for a very special dining experience.
Russell is co-owner and Executive Chef of 3660 on the Rise. He directs financial operations and creates the restaurant's distinctive Euro-Island cuisine, a blend of East-West heritage with signature usage of seasonal products from Hawaii's oceans and farms.
Russell cites his parents and grandparents as his influences for cooking. His grandfather, on his father's side, was from China where they didn't have refrigerators. They had to eat was whatever they bought that day and his grandfather would go to Oahu's Chinatown every morning to shop for fresh meats, poultry, and vegetables. As a child Russell would help him prepare three or four exotic, traditional Chinese dishes for supper.
Russell's grandmother, from his mother's side, was different. She was born in Hawaii and more Americanized. She cooked different varieties of foods, from Chinese to more local Island favorites, to typical American plates. Russell's grandmother had an acute sense of taste and would be able to recreate any type of cuisine that they had tried at restaurants and be able to tell exactly what was in them. Russell to this day relies on her tips on how to prepare different types of food.
Russell's mother rarely cooked. His father, like his grandfather, did most of the cooking for the family. When his mother did cook it would always be straightforward, "all-American fare" such as pork chops, meat loaf, creamed tuna, fried chicken, baked ham, fresh corned beef and cabbage, and roast turkey. His mother's specialty was baking. Russell refers to his mother as "Miss Betty Crocker". Because of her, Russell started baking, long before he started cooking.
Russell got his first cooking job at 15 at a local drive in. He started from the bottom and worked his way up. He went from cooking at drive-ins, to coffee shops, to restaurants, to international clubs, and finally to opening his own restaurants.
Russell received training early on the job as a cook in several fast-food and family restaurants in Honolulu during and after graduation from Saint Louis High School in 1968. He later held numerous positions in the food service industry including sous chef at the Westin Wailea Beach Hotel in Maui, and executive sous chef at Waiakea Village in Hilo.
Prior to opening 3660 on the Rise, Siu was Regional Director of Operations for the Club Corporation of America West (CCA) from 1987 to 1992. The largest private club company in the world, CCA has 240 clubs (city, athletic, and country). Siu managed food and beverage services in 27 clubs in CCA's western region and Canada. In addition to fiscal management of all operations, he hired and trained all chefs and food and beverage directors. He also developed the official service training manual for the CCA Western Region.
Russell's history with CCA spanned more than 12 years, beginning in 1979 when he first was hired as executive chef for the Plaza Club, Honolulu. In 1982, he was promoted to regional chef and assumed responsibilities for cost and quality control for the kitchens of 10 clubs in the Dallas/Fort Worth and New Orleans area. In 1984, he also opened the Pacific Club in Hong Kong. In 1985, Siu became involved in the operation of clubs scattered throughout the West Coast. His final CCA promotion occurred in 1987 when he was appointed Regional Director.
Besides attending seminars in sales, management and finance, Siu studied at the University of Hawaii at Manoa in the college of Business Administration and at Kapiolani Community College in the Food Service division.
A member of the Chaine des Rotisseus, Russell's culinary awards include nomination to the Who's Who Among Chefs by Cook's Magazine in 1983. In 1981 he was invited to create Hawaiian cuisine in Hong Kong for Maxim Caterers and the World Trade Centre Club. He received first prize in the 1978 Maui Culinary Salon, and first place in the 1976 California Culinary Salon.
In addition to his accomplishments in Hawaii, across the nation, and internationally, Russell wanted to create something on his own. So with the help of partner Gale Ogawa, 3660 on the Rise was born.
