@xnicolo your point is completely understandable.
what i would like to point out is not the fact that Brazil did it first, but how come the Filipino man portrayed on the video came up with the same idea or is it some entrepreneur is using him to expand/create the aforementioned idea in Filipinas without dealing with copyright infringements and such.
i home i made me understand.
@ghossler: water and bleach don't light up, the water reflects the sun light and the bleach keeps it uncontaminated.

@RGutz81 true... but problem here there so much press on how great this is that to some degree it says to these people that their life is now bearable why find ways to actually get out of poverty.

even if it doesn't work @ night, it still helps through out the whole day when it is still dark for these people in the community. it will reduce their electrical bill therefore allowing them to use their limited funds for more important things
