Protestors were tearing down the barriers meant to keep them safe. They intentionally moved close to the horses and laid hands on them, which is a no-no.
Horses are intelligent (probably more so than the protestors) and have a sense of humor. If they don't like you, they'll step on your foot to show you who is boss.
If you tear down the safety barriers and get close, you'll get what you deserve.
