In a sense they do the same thing only the federation is the 'righteous' one.

V'Ger/Borg/Q/Voyager. The mighty Federation Begs Q to save them from the evil Borg. The Borg is humanized later on. Voyager trys to bargain with The Borg to kill species 8472 Then Voyager kills Hitler/Borg Queen.
After Voyager tried to bargain the death of one species (Species 8472) to pass thew the quadrant they then turn around and kill what Guinan (Woppy Goldberg) argued with Picard was a 'species' THey spared them that time yet not so lucky with V'Ger ooops i mean Voyager... Thus preserving all the species of the federation form the Borg. Therefor i assert i would rather not be Borg, Human Vulcan, El-Aurian, or even Andorian (my fave :-) ......I would rather be Q. the proverbial star trek 'god'. At least if i were from the Q continuum i would have a little better grasp of time than the hordes of writers that worked over the years for all the Star Treks.....See? as a Q i would just stamp my fingers :-)

as for Q... honestly, you don't know the Q, nor do any of us... they're meant to be those we cannot know... the mystery
As for the borg queen/hitler... honestly, that's stretching it a bit...
