That all depends on where you are, in SOME jurisdictions there are total cell phone bans while driving, others hands-free/bluetooth devices are still allowed. What's more there are many rural areas where coverage is very weak, if you have a breakdown or otherwise need to use a phone then you might not be able to get a decent signal with just the phone, so an extender is needed to boost the signal.
