I haven't played Oil Ocean in a couple of years now, so I don't remember whether I had much of an issue with that myself, but the thing is, that's a late-game stage where adding a maze element to increase the difficulty isn't unreasonable anyway. Claiming that the Sonic series as a whole is awful and that the games have "no sense of flow or direction" is a lot different than claiming "the last few levels of the Sonic games are overly confusing".
