Strange TF2 bug

SOLUTION FOUND:

To fix this problem, I simply had to delete my "tf" folder inside:
\Steam\steamapps\*USER NAME*\team fortress 2

For whatever reason, that fixes the problem. Don't worry, upon re-launching the game a new and clean "tf" folder will be created, all you have to do is re enter your controls into the options (and install maps).

By the way, I'm farely sure this problem was caused by mucking around with the "rates", I was changing the rates in order to get better in-game microphone quality (which never worked).

Description of the problem:
I started up a listen server to muck around with the bots on tr_walkway, only to find this incredibly annoying bug. I also have a somewhat similar problem on multiplayer, all players tend to freeze in place for about half a second and 'teleport' forwards to where they were actually going. Both bugs are really annoying me, if anyone could provide some insight into the solutions, that would be a massive help. I've tried reinstalling the game.

When I press the "w" key it moves forward but it doesn't stop. Even after I take my finger off of it. Also when I press the other buttons nothing happens. Someone please help me because I just got the game today. :'(

I deleted my tf folder,but I don't see a difference.It still does this.
