I think you'll find that this noise is nothing more than children playing. Simple as that.

There are a bunch of kids over the road (just across from where I live) and they make exactly the same kind of noises when they are playing... but you could be mistaken for thinking that they were pulling each others arms and legs out, what with the amount of noise they make.
