This is US Air Force chief of staff Gen Norton Schwartz answering questions after giving a speech at the Brookings Institution in Washington DC on 24 April 2009. Schwartz was asked about why the next generation bomber (NGB) was postponed in the Fiscal 2010 budget recommendations issued on 6 April by Secretary of Defense Robert Gates. This video was Schwartz's reply.

The thing is that the "Next Generation Bomber" or the "2018 Bomber" aircraft will never be based on the B2. The 2 main competitors, Lockheed Martin and Northrop Grumman have proposed more conventional designs based on the YF-22 (the FB-22) and YF-23. After initially replacing the "2018 Bomber" with a longer use "Next Generation Bomber" concept they returned to the "2018 Bomber" idea, the new bomber will be based on the F-22 and F-35 technology.
