form109 the crackling sound you hear is the air around the lines being ionised, it's literally the sound of the air splitting. As for humming, this is produced by the stepping down of the high voltage electricity from the transmission line to the distribution level voltage. Noise is also emitted from transformer cooling systems. It's nothing to do with wind. -- Flash Bristow, Pylon Appreciation Society.

The Sound you Hear is not the Lines itself....but Vibrations induced in the structure by wind blowing over the guy Wires causing them to Resonate...and the Tower Amplifies this Resonance.
This sound has nothing to do with wind, I like to climb power line towers, the exact same sound is pretty loud near the top, and it gets louder and stronger during peak hours (when the load increases). And it's there even if there's absolutely no wind.
