[ZP]rus hacking, lagging?

I was fighting this guy and i couln't really tell if he was speed hacking or lagging or using some mods .
From 00:00 to 02:27 i always thought he was speed hacking,but then when i killed him with an mp5 on the 02:33 minute i notice that only with 3/4 shots he died, and the mp5 is not that powerful,so on the 02:35 minute i fought another guy only using an mp5 to compare and see if i could kill him with 3/4 shots just like the way i killed [ZP]rus but that didn't happened and it took alot more then 3/4 shots to kill him.

So with all of this i assume that he is using some mod/program to push vice city's 30 fps limit so he must have alot more fps's because he is totally desynched and that also explains why the mp5 killed him so fast(because his game is faster and he probably sees other players shooting faster).

I don't know if this is true or if he is really hacking so i would like to hear some opinions of more experienced players.
