how do you charge up a shot?

You have to have put at least one PowerUp in your Charge stat. In battle, just hold B to charge your gun. The more PowerUps you put in your Charge stat, the faster it will charge.

There are a total of six Mega Man Battle Network games for the Game Boy Advance. As for the best weapon, it varies from game to game, since each game after the first one has at least one unique feature that sets it apart from the other games in the series.

When you fight using a chip is the chip consumed in the process?

You can only use a chip once per battle.  You should have a total of 30, and shouldn't worry about running out.
