That's the problem with 'insult words'. Almost all of them seem to be references to actual groups of people. So whenever you're insulting one person, you're usually actually insulting an entire GROUP of people who are perfectly innocent.

It's interesting. I guess the word 'dumb' is considered a slur because people simply don't know what the word means.
Originally, the word had nothing to do with 'lacking intelligence'. The word means 'unable to speak in the conventional way' for whatever reason. (Such as not having been taught.)
