not true surge. just flutter dump caused by the bov spring being too stiff or compressed too far with the adjustment screw. true surge is backwards airflow through the turbo while boosting, jsuk.
Your bov is not connected properly or not opening if its making this noise, nothing wrong with that as flutter can sound cool, but yeah it is definitely not working as it should be.

Turbos have to be replaced periodically anyways, and I've never seen proof they last longer with BOV's. It's just theory.
