Soorah Al-Ikhlaas contains the third objective and a general description of it. Thus, it is correct to say that it is equal to one third of the Quran (just as the prophet, peace and blessings of Allah be upon him, did say in the authentic hadeeth).

a) Commands and prohibitions which contain laws and practical ways.
b) Stories of the Prophets and Messengers of Allaah (AS), the punishments that came upon those who resisted faith and also the promises, rewards, or punishments that come from Allaah.
c) Knowledge of Tawheed and the description of those matters which relate to the Names of Almighty Allaah and His Attributes, which to have faith in is obligatory upon the servant of Allaah. This has precedence over the first two.

That is the correct recitation. Are you referring to the lack of pronunciation on the "un" which is the result of Dhumma Shedda (the vowels on top of the letter dal/"D"). ?
In case you haven't taken any arabic courses, the vowels are pronounced when they appear in the middle of a sentence, but they are not pronounced at the end of a sentence or pause in recitation. (response continued)

They remain in the script for precision, and they remain in the transliteration because there are circumstances where they would be pronounced - for example, if the reciter does NOT pause at the end of the verse and continued to the next verse - then it would be pronounced.
I hope that clarifies the issue for you. If I have misunderstood what you perceive the error to be then I apologize, but there is no mistake....

PLEASE READ THIS NOTICE REGARDING THE ARABIC PORTION OF THE VIDEOS!
*** The program that I am using to make these videos presents SHADDA-KASRAH with the KASRAH on TOP of the letter (not on the bottom as you would expect) - the Kasrah does lie on the BOTTOM OF THE SHADDA - so if you see a SHADDA, and the line is on top, then it is SHADDA-FAT'HAH بَّ but if you see a SHADDA AND THE LINE IS ON THE BOTTOM OF THE SHADDA, THEN WHAT YOU ARE READING IS A SHADDA-KASRAH لِّ .
