Nice guess, but, alas, you are wrong.

"Sanctuary" is an extended version of the original theme song- there was nothing more than that before "Sanctuary" was made. Darling Violetta made the theme song specificaly for Angel.

Later, when the OST was released, by popular demand, an extended version was made.

So, now you know.
