Speaking on the floor of the House, Congressman John Campbell (R-CA) explains the details of his legislation, H.R. 944, to incorporate the rocks and small islands along the coast of Orange County, California into the California Coastal National Monument (CCNM). In the early 20th century, these geological features were reserved for lighthouses and coastal defenses to protect Southern California. However, despite the fact that no such structures were ever built, these rocks and small islands have remained under the management of the U.S. Coast Guard. H.R. 944 would simply transfer management responsibilities to the CCNM, and, as Campbell concludes, "we will be able to preserve these rocks and islands, and the sea life around them, and they will become a part of our environmental heritage going forward."
