@peckfeckler However, Garage Games does do a shitty job when it comes to maintaining and updating their software, from what I've heard. Also, while drag and drop is amazing and increased productivity, it still is pretty limited when it comes to extending if you don't have the tools to extend with. Even RPG Maker XP and VX are a little limited because their engines(graphics, sound and scripting) are pretty fixed.

@dhudson135 It is complex but when you learn how it all comes together, then you will be able to understand the source code and technologies better. Basically, to do what Frank does for a living, you are going to have to learn the basics of software(i.e, data structures, variables, functions and math) and then build up from there experience from experimenting with code and ideas. One rule with software: Don't be afraid to try new things.

@psychout1995 It depends. Do you have a team to work with, with one or more that know how to program? If you do, then you should have some tools that allow you to build a world around the player. If you don't have a team, then you're most certainly going to have to learn programming to make a game, unless you are OK with using RPG Maker 2k, XP or VX.
