Pretty much - we actually want to break the world record for a proton beam this week, by going to ~1.1TeV per beam. This is new ground for us, because we haven't actually accelerated protons with the LHC before (it broke before we got around to it last year!).
We may then start colliding at low (and well-understood) energies before Christmas. While there will be no "exotic" new physics from these, we will be able to calibrate our detectors and make the first proton-proton physics measurements.

21st nov 09 it starts up . it reaches the same power as the chicago accelerator by xmas, By jan 10 , it will be on max power . x3.5 the power of chicago accelerator.

When will Cern be ready for another Test?
Depending on how things go - we're taking things VERY slowly - we might raise the energy to 3.5TeV per beam (as you say, senan23) in early 2010. This isn't the maximum - the machine is designed to go up to 7TeV per beam - but it will take a lot of work, skill and patience to get there.
