Please note: This is my opinion, I am not a sad and lonely person with a sick fetish for watching men fuck, I am entitled to share my opinion if I want, and I don't really give a fuck about what you think of me. So flame if you want, but I'll let you know when I give a damn.
The list:
14. Sex Pistols - I confess I didn't really have a clue what was going on, but I tough it was kind of sweet.
13. Level-C - Not so sure about the pickup methods, or about any of the clothing in the entire anime, but what do you expect for 1995?
12. Maiden Rose - Low on this list because of the gratuitous rape. There is about one consensual shot in the entire show, and it lasts for about two seconds. If you don't like rape (or scarily bit chins) then don't watch it. The actual plot was kinda okay.
11. Papa to Kiss in the Dark - The legal age of consent in Japan is 13, so the fact the kid looks so young doesn't necessarily make him underage. It still kind of creeps me out, especially combined with the whole incest-but-not-incest thing, and the fact that it's implied that the two mains have been doing things for quite a long time...
10. Okane ga Nai! - Another rapey one, if you don't like androgynous ukes being raped and having money thrown at them, don't watch it.
9. Seitokaichou ni Chuukoku - Generic but sweet, funniest thing ever in the second episode.
8. Gakuen Heaven - Pretty pure, proper shounen-ai rather than yaoi. They don't actually kiss until the last episode. Twincest for those who like that kind of thing here too!
7. Ikoku Irokoi Romantan - Romance on a boat. The main character walks around in a dress in Italy for the entire show and has an affair with a dude on his wedding night. You gotta give him brownie points for his audacity.
6. Kirepapa - In daddy dates (and fucks) his little boy's friend, but also has a hilarious family who all look exactly like him.
5. Yami no Matsuei - If you like your shounen-ai to actually contain plot, this is for you. The shounen-ai (not yaoi) is very tame, and exists purely to give the characters backstory or depth. It's up here for the plot, and the fact that I love this one.
4. Koi Suru Boukun - A little bit borderline rapey, the character on the receiving end gets drugged and ends up sleeping with his friend, and reacts like any normal person come morning. I like it's realism.
3. Kaze to Ki no Uta - The 'original' shounen-ai, not here because it's the original but because it's brilliant. I recommend reading the manga before watching the anime because it makes more sense, but it is truly one of the most beautiful storylines ever. It actually made me cry in the end.
2. Sekai-Ichi Hatsukoi - I can't not love this anime. It's ongoing and my current addiction. Basically Onodera Ritsu and his sempai at highschool dated before there was this big misunderstanding and they broke up (but not before having graphic sex in the OVA). Onodera moves to a new publishing company for work, where he meets Takano Masamune. It isn't long before he realises that Takano is the guy he dated in highschool, the same guy he confessed to and lost his virginity to, and the guy who broke his heart and made him swear never to love again. Takano decides to make Onodera fall in love with him again, and much hilarity (and yaoi-flavoured romance) ensues. Manga is highly recommended and much more graphic.
1. Junjou Romantica - I have watched this far too many times, but I can't get over it. It's just so sweet. JR follows the stories of three couples, but the main one is Usami Akihiko (nicknamed Usagi-sensei - sensei because he's an author) and Misaki. Usagi-sensei used to be in love with Misaki's brother, but Misaki's brother got married and moved to Osaka, leaving Misaki with Usagi, who then fell for Misaki and became determined to make him his. Misaki inevitably falls for Usagi-sensei, and they are at it like rabbits. Read the manga for the less-censored versions of the sex scenes.

@barcakid101 Not that I know of. The shorter ones won't have dubs, and I don't think Junjou Romantica or Sekai-Ichi Hatsukoi have dubs, even though they're proper series.
