this same thing happened in tomb raider 2 in the 40 fathoms level, once i went past the square of water i wasnt allowed back out. i was a goner.

How do you cause it?

There's a grating there that's supposed to block the way until you throw a switch to get rid of the water. If you swim Lara at the grating at the right angle she'll pop through it. The section on the stairs will have no water, but the section behind the grating will.
