At 4:25 he could have just let that guy go and go for the truck. Bigger ticket, trucks are to move on the left lane at all times for emergency vehicles..

He had his rear facing LEDs on. If he told him or motioned to him to pull over, he doesn't have to turn his lights on. However, he must have lights flashing to warn other motorists. Therefore, he had his rear LEDs on.
