Will ACTA pay for the extra workload done by the ISPs? Perhaps not. Perhaps the user will pay for it and will not receive anything in return. They should focus more on people using, selling cocaine, drog not harmless mp3 files. Yes if someone keeps up a server with terabytes of illegal stuff sharing for money should be prisoned but there should be a sane limit.
