Apparently, this Easterner/Texan (sadly elected in the great state of Minnesota) knows nothing about the history of the labor movement and what the EFCA is attempting to protect. The intimidation that it seeks to avoid is (as the questioner rightly points out) intimidation by the employer of individual workers to vote in certain ways or risk punishment or termination. This is the *reason* labor unions were created. Kline wants to "protect" workers from their unions, but not from their employers.
