Unfortunately, legislating against cult behaviour is very difficult to achieve without impacting innocent legitimate entities. Senator Xenophon's "Charities Commission" is a good step forward in that dodgy organisations who claim charity/religious status for tax minimisation (cough ... Scientology ... cough) can be effectively dealt with in this regard. It's certainly a good start.
