I believe lack of cash

I found the following pamphlet at my library it reads (with spelling errors included):

The people responsible of manufacturing money should give more money to people working utilities, hospital personnel, military ect ect then go to each house hold and print up as much as that house hold wants cash wise avoid government personnel go directly to the printing press

Possably world wide, please share this idea on computer with friends world wide ??

Life is all about money and material gain... what excuse is there for poverty??

So remember folks avoid those government personal. So if you see a mailman or an elderly school teacher go for the eyes and get to the printing press and get yourself paid!

Oh, and the reason why just printing money has problems is because if you can print as much money as you want it is no longer scarce and thus has no value.
