How is that KQED manages KTEH very well as of 2009?

KQED was forced to hand over KQEC to the 'minority television project' back in the 80's. They renamed the station to KMTP, where (last time I looked was about 8 years ago) was still mis-managed on UHF 32. I have no idea if they will survive the digital transition.
