in order to get V by itself, why cant you multiply, from n=c/v, c on both sides to get v by itself? so the formula would look like v=c (times) v?

Index of refraction is always greater than 1. Otherwise we would violated law of physics. But,using metamaterials it is theoretically possible to control index of refraction. Metamaterials shows bizzare optic properties as negative index of refraction and reverse Doppler effect.

is there any reason not using Material / Vacuum to be N?
1 = Vacuum 0.7518 = Water <--something like this

You can use the formula n = c / v. And the value for n (the index of refraction) is either looked up in a book or determined experimentally.
