How to make your own Counter-strike server

1: Download Steam
http://www.steampowered.com

2: Install it, CounterStrike, HalfLife and Dedicated Server (at tools)

3: Launch Dedicated Server and type the info you want. You can change it all once it's hosted

4: Loginto CounterStrike, click "Servers" and then "LAN". You'r server should be there.
