Did Hoover mumble to the world on 11-15-2010?

Please click "More" for description! From the Hoover City Council meeting on 11-15-2010. My apologies for not having the whole thing up (and being way late about it), but upload times are even more long-winded than I am.

The first bit shows what it sounds like when most folks address the Hoover, Alabama city council- loud enough to make out what they're saying.

This clip also time and date-stamps the presence of a sign that may or may not constitute a violation of any combination of federal, state, county and/or Hoover's own municipal law regarding practice of the first amendment.

I can't find any law supporting it!

I'm told fire code is the concern, but my cam is no bigger than a cell phone and doesn't block anyone's view anymore than my own big ol' fat head would.

The second part is an example from the same meeting. The council president, council members and city attorney can be heard, but can they be heard clearly? Comment if you can ~easily~ make out what they are saying. That is, without earplugs stuffed deep in your ears and volume turned all the way up. Yeah, me neither usually. Unless I go back and re-listen.

Oh, it is to wonder if an elected office holder (dem, rep or other) can be trusted when they fast-mumble through items.
