Lol, Nico Nico is a Japanese website equivalent to YouTube. You uploaded this video, you should know lol. Look at the Japanese words that are moving on the video. That only happens in Nico Nico. It's called the Playback Comments. People comments and choose a specific time for it to appear.

If anybody is wondering if america is gettin this game, I'm 100% certain we are. If you had a subscription to game informer a few yeaers back, they talked about this game on the same page that they talked about Final Fantasy Dissidia. Yeah, a while back, but I'm sure this is gonna come to us
