The Banana Creek VIP viewing site isn't the "closest civilian observation location". It is the closest launch viewing site of ANY kind. The safety exclusion zone is 3 miles from the pad, and this viewing site sits right at 3 miles away. Nobody is "closer" to the launch except for the astronaut crew themselves...
