    Blimps like the Goodyear blimp are regularly used as tv/surveillance platforms. I would have guessed that as being for this purpose it would be one of the few airborne vehicles allowed in that no fly zone. Furthermore i believe blimps float more that they fly, hence it would be allowed into the no FLY zone :)
