@HistoryHmoobGuy Pretty sure he's thinking of Nguyen Anh, the Vietnamese Emperor who ordered a Vietnamese "Imperial City" built in Vietnam based on the Forbidden Palace in 1804. The Forbidden Palace itself has been built since 1420 during the Ming dynasty. So in fact, it was Nguyen Anh who copied the Forbidden City, not the other way round.

The Chu state (Sinitic/Hmong) also treated the crane, snake, and deer as sacred animals combining the winged body of a crane with long snake like neck and deer antlers. The tomb of Marquis Yi of Zeng (Chu territory) was found with such an artifact. The traditional "dragon" ahem snake has antlers on its head and can fly. The ancients think alike.
