Are they the same as a false water cobra or related?

@KawaiiKemonomimi no the only thing that is the same on the two snakes are the fact that they both have cobra in the name and that nether one is a cobra even venom wise they are totally different

is there a special technique to using those hook looking things. like apply pressure after snakes head or something.
