Using a 555 timer and an NPN transistor you can get an LED to pulse. By using a variable resistor (the nob) you can change how fast the LED pulses.

    Also, I didn't make this video for random people like you. I made it and uploaded it as part of a blog post where I was showing off things you can do with a 555 timer. If you want to know HOW to do this project all you needed to do is spend five minutes on google. Seriously, learn how to use google so that you don't have to post mean spirited comments on youtube.
