Be careful not to criticize to quick, as one could call a muskrat an amphibious rodent.
Also, rats/mice are illegal in other neighboring countries, such as Canada having outlawed rats in certain provinces.

Anyway, keeping rats and mice as pets is perfectly legal (farretts, on the other hand are not legal in all states yet). In fact the narrator of this video holds a completely legal Fancy Rat and Mouse club with shows (and the Rats and Mice can be just plain pets too!) in the Riverside, CA area.
