The learner plate doesn’t have anything to do with his driving skills (after all he is a pilot). It’s a fun thing and refers to the fact he’s only just got married. Friends and family sometimes decorate a newly wed couple’s car with balloons, L-plate etc.

@AThornyBush Don't you know that most Americans are daft as hell? They seem to have this notion that their country is the only democracy on earth and the only one that's developed...half of them never leave the U.S. so they have no clue that there are countries just as good and even better than theirs!

With regards to the number plate and seat belt issue, no laws are broken here. The road was closed so road traffic legislation is not enforceable. In any case 'vehicles being used for the purpose of the Crown' are exempt from seat belts (this includes police and military vehicles).
William is not a learner driver (he is a jet and helicopter pilot so I am sure he is a reasonably good driver) the 'L' plate is often put on newlyweds vehicles to signal that they have just got married.

I have new found respect for the Royal Family after seeing that, William seems just like a regular guy driving his wife away after their wedding!
