It's exactly that, it was designed to be an add for Abe's Oddysee but was never aired.

Apparently Shrinks watch over Sam the Mudokon queen. So we will probably learn more about them when we meet her.

Nope, the new oddworld game does not have any mudokens in it, its a totally brand new game...sorry to disapoint you

You are right about Citizen Siege not having Mudokons in it, but that doesn't mean OWI will never make games set on Oddworld later
